High PR Link Building Service: What PR Means Now, Who To Hire And How Your Agent OS Vets Every Link

By Julian Goldie · 27 October 2026 · agentos.guide

A dark dashboard with an old 0 to 10 toolbar gauge fading out on the left and a panel of agent icons checking DR, traffic and relevance bars for a column of ranked provider cards on the right, one highlighted in gold

A high PR link building service earns you links from strong, trusted websites, and my number one is Goldie Agency, which is my own agency.

The honest catch is that Google no longer shows a public PageRank score, so "high PR" now means high authority judged with DR, DA, traffic and relevance.

After my agency, I'd shortlist uSERP, Editorial.Link, Page One Power, Linkifi, Fractl, Siege Media and Authority Builders.

If you want help choosing, you can book a free SEO strategy session with my team.

The best high PR link building services in one table

These are the eight providers I'd shortlist, and number one is my own agency, so please read that row knowing I'm biased.

RankServiceHow it describes authorityBest for
1Goldie Agency (my agency)Relevant sites with real traffic and authority, with every placement reviewed for relevance, authority and safety.Owners who want links and strategy from one team.
2uSERPHigh-authority sites only, judged on organic traffic and linking domains versus outbound links.SaaS, fintech and health brands.
3Editorial.LinkEvery placement on a DR 60+ site, with an average DR of 67.Buyers who want a DR floor.
4Page One PowerManual outreach to vetted publishers rather than networks or PBNs.Established brands.
5LinkifiStories pitched directly to journalists at large publications.Press-style coverage.
6FractlData journalism, digital PR and expert quote placement.Brands with data to share.
7Siege MediaDigital PR inside a full-service GEO and content offer.Content-led brands.
8Authority BuildersVetted publishers with real traffic, where you choose the metrics.SEOs who set thresholds.

I read every provider's own website on 27 October 2026, and each claim in the table comes from those pages.

I haven't hired the seven third-party providers, so I'm describing what each one says about itself.

I haven't listed prices either, because engagements are usually custom and I won't guess.

What "high PR" means now that public PageRank is gone

PR stands for PageRank, the link analysis system Google was built on.

Google used to show a public PageRank score from 0 to 10 in its toolbar, and "high PR links" meant links from pages with a high score.

Google confirmed in 2016, in a statement reported by Search Engine Land, that it was removing Toolbar PageRank while still using PageRank internally.

Google's own guide to its ranking systems says PageRank has evolved a lot and continues to be part of its core ranking systems.

So the system is alive, but nobody outside Google can see a PageRank number for your site or anyone else's.

When someone sells you "high PR" links today, they really mean links from high-authority sites, usually measured with third-party tools.

Ahrefs describes Domain Rating as the strength of a site's backlink profile compared with others in its database. Moz describes Domain Authority as a score that predicts how likely a site is to rank, and says it isn't a direct ranking factor used by Google.

The signals I use instead of PR

SignalWho makes itHow I use it
Toolbar PageRankGoogle, retired in 2016I ignore any seller who still quotes it, because Google no longer publishes it.
Domain Rating (DR)AhrefsI use it as a first filter on a prospect list.
Domain Authority (DA)MozI treat it like DR, and Moz says it isn't a direct Google ranking factor.
Organic trafficEstimated by SEO toolsI check the trend over a year, because falling traffic is a warning.
RelevanceMy own judgementI read recent articles and ask whether my buyers would read them.
Outbound linksVisible on the pageI skip sites that link out to everyone on every topic.

DR and DA are useful filters, but traffic and relevance should always get the final say.

How an Agent OS vets high PR links before you pay

My Agent OS is a dashboard that runs a crew of AI agents, such as Hermes, Claude, GLM and Kimi, under one shared memory.

Vetting a prospect list is a perfect agent job, because it's repetitive and easy to check afterwards.

JobWhat the agent doesWhat you do
CollectAn agent takes the provider's prospect list and pulls each site's homepage and recent articles into shared memory. You paste in the list.
FilterAn agent sorts the sites by the DR or DA figures you supply from your SEO tool and drops anything under your floor. You set the floor.
Traffic checkAn agent flags sites whose traffic trend, from your SEO tool export, is flat or falling. You look at the flagged sites.
RelevanceAn agent summarises what each site covers and scores how close it is to your topic. You approve or reject each site.
Outbound linksAn agent counts outbound links on sample pages and flags link-heavy sites. You decide whether the count matters.
MonitoringAn agent re-checks every live link weekly and records its rel attribute. You compare it with the provider's report.

The agents read and sort, and they never send outreach on their own, because Google lists automated link creation as link spam.

The shared memory is the part that pays off, because every site you ever approved or rejected is there for the next decision.

Number one: Goldie Agency

Goldie Agency is the SEO and link building agency I started on my own, and it has 70+ SEO experts.

I rank it first because I know how the work is done, and you should weigh that as my bias.

The homepage describes five steps: research relevant sites with real traffic and authority, run manual outreach, create content for each publisher, check quality and report every live link.

It says every placement is reviewed for relevance, authority and safety, and it promises manual outreach with no PBNs.

Its link building page groups monthly packages into DR bands of 30 to 39, 40 to 59 and 60 plus.

Goldstar Links adds a 3-layer approval process for every backlink and a personal account manager.

AI runs around 80% of our internal operations, which is why I think about link vetting as an agent job with a human sign-off.

The seven third-party providers in brief

uSERP

uSERP says it has served 575+ clients and builds links on high-authority websites only, with no spammy lists or PBNs.

It says it weighs a site's organic traffic relative to its niche and its linking domains against the outbound links it gives.

Editorial.Link

Editorial.Link says every placement is on a DR 60+ site with an average of 67, and it replaces links that disappear within six months.

Page One Power

Page One Power says it has been exclusively a link building service since 2010 and promises manual outreach to vetted publishers.

Linkifi

Linkifi says it pitches stories directly to journalists and runs SEO Digital PR and Authority PR programmes.

Fractl

Fractl lists data journalism campaigns, news-driven digital PR and expert quote placement.

Siege Media

Siege Media now calls itself a full-service GEO agency, with digital PR alongside content and consulting.

Authority Builders

Authority Builders says you choose the metrics and its team selects sites from vetted publishers with real traffic.

What Google's link spam policy says about high PR links

Google's spam policies define link spam as creating links primarily to manipulate search rankings.

The examples include buying or selling links for ranking purposes, excessive link exchanges and using automated programs or services to create links.

Google also says paid links are fine for advertising when they carry rel="nofollow" or rel="sponsored".

Its guide to qualifying outbound links says paid placements should be marked rel="sponsored".

A DR 90 link that exists only because money changed hands, and that passes ranking credit, is still what Google calls link spam.

Ask every provider, mine included, how each placement is earned.

DR is an Ahrefs metric, and these are past results for specific sites, so nobody can promise the same for yours.

FAQ

What does high PR mean in link building?

PR stands for PageRank. Google used to show a public 0 to 10 score in its toolbar, but it removed that public score in 2016. Today high PR loosely means links from strong, trusted, high-authority sites.

Does Google still use PageRank?

Yes. Google's ranking systems guide says PageRank has evolved a lot since launch and continues to be part of its core ranking systems. Only the public score went away.

Are DR and DA Google metrics?

No. Domain Rating is an Ahrefs metric and Domain Authority is a Moz metric, and both are third-party estimates. Moz says DA is not a direct ranking factor used by Google.

Who is the best high PR link building service?

Julian Goldie ranks his own agency, Goldie Agency, first and discloses the bias. His third-party shortlist is uSERP, Editorial.Link, Page One Power, Linkifi, Fractl, Siege Media and Authority Builders.

How does an Agent OS help vet high PR links?

Agents can collect each prospect site, filter by your DR floor, flag falling traffic and link-heavy pages, and re-check live links weekly, while you approve every site.

What does the free SEO strategy session cover?

It is a free, no-obligation call with Julian's team about your site, your competitors and the links worth earning first.

Final word on the high PR link building service question

Ignore anyone selling a Google PR score, check traffic and relevance first, and treat DR as a filter rather than a promise.
